The Honorable Ray Barnes, Arizona House of RepresentativesRepresentative Ray Barnes has been in Arizona since 1982 and currently resides in Cave Creek. Representative Barnes was elected to the House of Representatives in 2002 and re-elected in 2004, 2006 and 2008 and is the Chairman of the Environment Committee. He is also a member on the Military Affairs & Public Safety Committee. He is a Republican and was a precinct committeeman for more than 20 years. Representative Barnes served in the U.S. Air Force 1954-1957 and was stationed in Japan with the USAF Security Service Command.

Todd Brady, Global Environmental Manager, IntelTodd Brady is the Director of Environmental Affairs for Intel Corporation. In this role, he leads Intel’s corporate-wide environmental programs and strategies. He is a frequent writer and contributor to the Arizona Republic Newspaper and has also been published in the Business Journals of Phoenix and New Mexico.

Scott Davis, Director of Corporate Environmental, Health and Safety, APSScott Davis is the director of Corporate Environmental, Health and Safety for APS, Arizona’s largest electric utility. As a member of the company’s Senior Management Group, he drives the development and implementation of policies and strategies to achieve company environmental, health and safety goals and objectives. Bob England, M.D., MPH; Director, Maricopa County Department of Public HealthDr. Bob England is the Director of Maricopa County’s Department of Public Health. Dr. England received his medical degree from the University of Arizona and a Masters in Public Health from UCLA. Previously he served as Arizona state epidemiologist and medical director for Maricopa County. In 2006, he was honored by the Arizona Medical Association which presented him with their Annual Public Health Service Award.

Benjamin Grumbles, Director, Arizona Department of Environmental QualityBen Grumbles became Director of the Arizona Department of Environmental Quality in June 2009. Prior to that, he served for three months as an environmental policy advisor to Governor Jan Brewer. Mr. Grumbles is the former Assistant Administrator for Water at the U.S. Environmental Protection Agency in Washington, D.C., where he was nominated by former President George W. Bush, confirmed by the Senate, and led EPA's National Water Program for the longest time of any Assistant Administrator in the history of the Agency (January 2004-January 2009). He also taught for 10 years at the Environmental Law Program of George Washington University Law School from 1994 to 2004.
The Honorable Hugh Hallman, Mayor of TempeMayor Hugh Hallman is a longtime activist, volunteer and lifelong resident of Tempe. Tempe voters elected Hallman mayor in the March 2004 primary election. The Honorable John Huppenthal, Arizona State SenateJohn Huppenthal, State Senator, District 20, has represented Chandler, Tempe and Ahwatukee for over 17 years, as both a senator and state representative, as well as serving on the Chandler City Council. He holds a record in the legislature for prime sponsoring and successfully passing more legislation than any other legislator, resulting in over 200 laws being passed. Senator Huppenthal’s legislation has covered a broad range of areas including education, air quality, healthcare, law enforcement and court issues, criminal justice, retirement abuse, streamling government, and tax policies. He has been involved in developing air quality legislation and a state implementation plan for Arizona’s compliance with federal air quality requirements.
Deborah Jordan, Director, Air Division, U.S. EPA Region 9Deborah Jordan, Ph.D., is Air Division Director for the U.S. Environmental Protection Agency’s Region IX. She oversees about 100 staff members working with 45 state and local air agencies charged with improving air quality and implementing the Clean Air Act. Ms. Jordan also directs the Region’s work on clean energy and climate change, including a vigorous effort in voluntary and incentive-based programs. Ms. Jordan has been air division director since March 2004, after serving as Chief of Staff to the Regional Administrator. She has worked at EPA since 1989.
Spencer A. Kamps, Vice President of Legislative Affairs, Home Builders Association of Central ArizonaSpencer Kamps is the vice president of legislative affairs for the Home Builders Association of Central Arizona. In this capacity, he is responsible for all Legislative and State Agency issues. In addition to serving on the Maricopa County Air Quality Conference Steering Committee, Mr. Kamps serves on the Maricopa Association of Governments and The Air Quality Advisory Committee.
Ben Machol, P.E., Manager, Clean Energy & Climate Change Office Environmental Protection AgencyBen Machol manages the Clean Energy and Climate Change Office for the Environmental Protection Agency, Region 9. Prior to that, he served as the region’s Senior Energy Advisor. In his 19 years at the agency, Ben has served in several different capacities, including Guam Program Manager, where he oversaw EPA programs on the island and development of innovative infrastructure finance opportunities for U.S. island Territories. Ben also spent many years in EPA's water programs, working with U.S. and Mexican officials to develop water and wastewater infrastructure along our border region. Ben is a licensed Professional Engineer, with a master's degree in environmental engineering, and a bachelor's in mechanical engineering, both from University of California, Berkeley.
David Martin, President, Arizona Chapter, Associated General ContractorsDavid Martin is currently the president of the Arizona Chapter Associated General Contractors of America (AGC). The AGC represents highway, heavy and utility contractors throughout the state. Membership includes large and small construction companies/subcontractors as well as suppliers and service providers to the construction industry. David served as chairman of the TIME Coalition which is a consortium of business organizations that supported investing in Arizona’s transportation infrastructure. He served on the Maricopa Association of Governments Air Quality Technical Advisory Committee and Maricopa County’s Regional Transportation District Guidance Committee.
Doug McDaniel, EPA Region 9 EnforcementDouglas K. McDaniel has been Chief of EPA Region 9's Air Enforcement Office since 2005. He supervises a staff of sixteen engineers and technical specialists responsible for federal enforcement of the Clean Air Act and for overseeing the CAA enforcement programs of the 45 state and local air pollution control agencies in the Pacific Southwest Region. Doug has been with Region 9's Air Division since 1994. Before taking his current position he managed EPA's air grants to Arizona agencies and was the Division's lead for issues involving Indian tribal governments. Doug obtained his bachelor’s degree at the University of California, Berkeley.
Tony Moya, Manager, Latino Relations, Salt River ProjectTony Moya is manager of the Latino Relations Department at Salt River Project (SRP). As Latino relations manager, Tony carries out SRP’s community involvement strategies and activities geared toward the Hispanic community, specifically: corporate contributions, safety, educational programming, volunteers, and strategic partnerships. He also serves as a liaison and resource for community and non-profit organizations to help them better serve and address issues within the Hispanic community.
Lawrence Odle, Director, Maricopa County Air Quality DepartmentLawrence has been active in environmental regulation since the early 1970s, serving in all the major air quality program areas, including air monitoring, permitting, planning, compliance, legislative, legal and administrative fields. He has served as the Chief Executive Officer for three multi-county air quality programs, as an environmental scientist for the Hawaiian Electric Company, and as the Executive Officer for the Center for Emissions Research, Analysis & Certification.
Walt Patterson, President, Sun City Home Owners Association (SCHOA)Walt Patterson is president of Sun City Home Owners Association (SCHOA). Prior to his work as president with SCHOA, he was the former chairman of SCHOA Environmental Committee. Working with Sun City West, Ventana Lakes, Coyote Lake, Youngtown, the committee formed the Joint Environmental Task Force, to reduce pollution, air and noise.
Teresa Ponder, EHS Manager, Entegra Power Group, Gila River Power, L.P.Teresa Ponder is the EMS manager for Gila River Power, LP. She is currently responsible for the management of two Title V Air permits for the two largest merchant power facilities in the U.S. including, Gila River Power Station and Union Power Station. Prior to her work at Gila River Power, Teresa spent more than 17 years as a senior chemist with Atlantic Research Corporation in Arkansas.
Kevin Rogers, President, Arizona Farm BureauKevin Rogers is president of the Arizona Farm Bureau Federation. Rogers has served for seven years on the United States Department of Agriculture Air Quality task force, having been originally appointed by former Secretary Ann Veneman. Rogers serves on the American Farm Bureau Board and was appointed by American Farm Bureau Federation President Bob Stallman to the president’s executive committee, a six-member committee. Rogers is a voice on national agricultural affairs. He believes that the true future and success of agriculture depends upon farmers and livestock producers getting involved and speaking on issues at the local, state and national levels.
Bill Schaeffer, Executive Director, Valley of the Sun Clean Cities CoalitionBill Sheaffer has devoted his career to the field of energy conservation and environmental responsibility, including a commitment to community service: serving as the Executive Director of the Valley of the Sun Clean Cities Coalition – leading the nation in the use of clean motor fuels, and the Energy Committee of Scottsdale. Former service includes: the Technical Advisory Committee for the South Coast Air Quality Management District, Board of Directors of the National Electronics Association, and an advisory board for UC Riverside.
Dennis Smith, Executive Director, Maricopa Association of GovernmentsDennis Smith is the Executive Director of the Maricopa Association of Governments (MAG), which represents 25 cities and towns, three Native American Indian Communities, and Maricopa County. During his years of service at MAG, Dennis has been involved in numerous regional achievements, including the development of the regional emergency 9-1-1 system, a comprehensive review of the MAG governance structure that led to the creation of the Transportation Policy Committee, and the development of several major transportation plans—including the1985 Long Range Transportation Plan that led to the passage of Proposition 300, which funded the regional freeway system, and the $16 billion Regional Transportation Plan, which led to the successful Proposition 400 transportation election extending that funding.
Don Stapley, Supervisor, Maricopa County Board of Supervisors, District 2Don Stapley was elected to his third term as Chairman of the Maricopa County Board of Supervisors in January 2006. Currently in his fourth term representing District 2, Mr. Stapley also served as chairman and vice-chairman in previous years. In addition, he served as the Chairman of the Maricopa County Board of Adjustments as a private citizen. He was named County Leader of the Year in 2004 by the American City & County Magazine for his leadership locally and nationally.
Rob Taylor, Attorney, Salt River ProjectRob Taylor is an attorney in Salt River Project’s Regulatory Affairs and Contracts group. He provides counsel and advocates on behalf of SRP in a variety of public policy and legal forums including the Arizona Corporation Commission, the Federal Energy and Regulatory Commission, the Western Governors Association and the Western Climate Initiative on energy and environmental issues.
Allen M. Wachter, MD, Chairman of the Maricopa Asthma Coalition 2007-2009Dr. Wachter has been the Chairman of the Maricopa Asthma Coalition since 2007. He has practiced in Arizona for over 22 years. He went to Medical School at Mount Sinai Hospital in New York in 1982 and completed his fellowship in Allergy/Immunology from the University of Pennsylvania in 1987. He has a special interest in improving asthma care in the state of Arizona. Dr. Wachter has a background in molecular biology and pharmaceutical development. Currently, he is involved in developing research studies to improve asthma medication adherence by integrating pharmacy claim databases and validated patient questionnaires in electronic medical record systems.
Nancy Welch, Associate Director, Morrison Institute for Public PolicyNancy Welch is Associate Director at Morrison Institute for Public Policy at Arizona State University. Her experience in policy analysis and research spans more than 20 years. She has worked extensively on issues of urban growth, workforce development, and arts and culture. Nancy Welch has written and contributed to many publications, most recently including Truth and Consequences: Gambling, Shifting, and Hoping in Arizona Health Care and To Learn and Earn: Arizona’s Unfinished Human Capital Business. She is active in the community through the Arizona Humane Society and Maricopa Workforce Connection.
